"The
Governors welcome Patrick Barwise's comprehensive review of the BBC's
four new digital television services: Cbeebies, CBBC, BBC THREE and
BBC FOUR.
"The Board will study the report carefully and
respond to the Secretary of State by the end of November.
"In the meantime, we note the report's overall
conclusion that the new services have largely met the conditions of
the Secretary of State's original consents.
"The BBC's Annual Report,
published in July, and the Governors' Foreword to the BBC's submission
to the Barwise Review, highlighted the Board's commitment to scrutiny
of the strategies and performance of all the BBC's digital services.
"In the year ahead, qualitative and quantitative
research to judge the effectiveness and distinctiveness of these new
services will be commissioned to inform our judgements about the value
for money they offer licence payers.
"Recent new initiatives announced
by the Board to improve the BBC's accountability to licence payers include
service licences which will define remit, performance targets and budget.
"The Barwise Review is an important contribution
to our work in assessing and determining the future role of the BBC's
services."
